Washout: if a turbo Nasdaq fund (TQQQ) looks washed‑out (RSI < ~31) it buys a 3× tech ETF (TECL). Else: go bull (1.5×) or bear (‑1×) on that stock by comparing the pulse (RSI) of safe bonds (IEF) vs an inverse Nasdaq fund (PSQ). It tilts to recent laggards/high‑vol over 14–49‑day windows.
