Two parts. 1) A bond‑vs‑stock voting panel decides risk. If stocks lead, it turns on an aggressive engine; if bonds lead, it parks in T‑bills (BIL). 2) The engine: in uptrends (price > 200‑day avg) it rides TQQQ (3× Nasdaq‑100). If things get too hot (RSI, a 0–100 heat gauge) or roll over, it briefly swaps to UVXY (volatility), SQQQ (inverse 3× Nasdaq) or TLT (Treasuries).
