It compares a 10‑day “strength meter” (RSI: a 0–100 gauge of recent up vs. down days) of SCHZ (U.S. bonds) to URTY (3× small‑cap stocks). If bonds look stronger, it bets on a quick snap‑back in risk assets; otherwise it positions for a drop. It then picks 1 fund from that side—the one that fell most over ~4 days—aiming for a rebound.
