Each day, it asks: did a broad bond fund (BND) rise over the last 5 days more than a T‑bill fund (BIL) did over 7 days? If yes, it buys SVIX—an ETF that goes up when market “fear” (VIX futures) falls. If not, it parks in BIL. All‑or‑nothing, rebalanced daily. SVIX is very risky.
