It first checks if the Nasdaq-100 (QQQ) is in an uptrend (above its 35-day average). Risk-on: it trades leveraged biotech (LABU bull or LABD bear) using short-term momentum (moving averages), overbought/oversold (RSI), and bond trend (TLT). Under stress it shifts to Treasuries (TMF/TMV). Risk-off: it prefers Treasuries or volatility (UVXY), and may buy LABU after a fear spike. MA=average price; RSI=overbought/oversold score; UVXY≈fear; TMF/TMV=bond levers.
