Each month it asks one question: Is SPY (an ETF that tracks the S&P 500—large U.S. companies) trading above its average price over the last ~220 trading days (~10 months)? If yes: invest 100% in SPY. If no: move 100% to BIL, an ETF holding 1–3 month U.S. Treasury bills (cash-like). Repeat monthly to ride uptrends and sit in T‑bills during downtrends.
