This strategy is mostly deciding between three modes: aggressive tech exposure (TQQQ), a safe parking spot (BIL), or a defensive “safety mix.” It watches the trend in big tech and long-term Treasury bonds, then checks for very stretched up or down moves. In strong conditions it may buy TQQQ. In unclear conditions it sits in BIL. In risky conditions it switches to a basket built from inverse Nasdaq, long Treasuries, utilities, gold, and sometimes TQQQ.
