Daily it does three checks. 1) Is transports (IYT) stronger than the S&P 500 (SPY) by RSI(21)—a 0–100 “hot/cold” meter? If yes, it allows leverage (TQQQ/UGE/UPW); if not, it stays standard (QQQ/XLP/XLU). 2) QQQ’s RSI(10): >79 (too hot) → cash (BIL) or short via PSQ; <30 (washed‑out) → buy QQQ or 3x TQQQ. 3) If neither, use SPY vs 30/200‑day averages: uptrends → growth, choppy/down → defensive or cash.
