A rules-based oil and energy strategy: invest aggressively in strong energy names or leveraged oil funds when oil trends are favorable, otherwise move fully into short-term Treasuries.

This strategy is an all-in bet on oil and energy when that area looks strong, and a move to short-term Treasury bonds when it looks weak. It first checks the overall oil trend using oil funds like DBO. If oil is weak, it parks in SHV, a very conservative short-term Treasury fund. If oil is strong, it either buys the 2 strongest energy stocks in its list, or makes one aggressive bet on whichever is showing more short-term strength: NRGU (leveraged big oil stocks) or UCO (leveraged crude oil).
