It asks two questions: Have tech stocks (QQQ) or long‑term US Treasuries (TMF) fallen sharply lately? If yes, it shifts toward defensive assets (gold and the US dollar) and dials down the jumpier positions. If both look calm, it runs a balanced mix of 3x funds for tech, financials, and long bonds, giving bigger weights to the steadier ones (based on recent behavior).
