It checks long‑term trends in stocks and bonds (uptrend vs downtrend) and short‑term “hot/cold” readings (RSI: a 0–100 heat score; moving averages: trend lines). If overheated, it hedges with VIX funds (VXX/UVXY) or moves to cash/bonds (TBIL/SHY/TMF). If very weak, it buys the dip if bond signals agree.
