Each day it compares recent “strength” (RSI = a simple score of how strongly prices have risen lately) of tech funds vs defensive funds. If semiconductors (SMH) beat managed futures (WTMF), buy 50/50 TQQQ and TECL (both 3x tech). Otherwise, if tech (SMH/VGT) still beats FTLS/CTA/PFIX on short lookbacks, hold TQQQ. If tech loses all checks, park in BIL (T‑bills).
