A rule-based system moves money among Nasdaq/tech bets (TQQQ/QQQ/TECL/SOXL) and hedges (UVXY, SQQQ) based on short-term momentum (RSI) and long-term trend (SPY vs 200-day). It keeps cash and a small core of COST/UNH for ballast, and uses a 7% rebalance tolerance to avoid constant changes.
