It compares short-term momentum scores (RSI: a 0–100 “recent up-vs-down” gauge). First it asks if bonds look steadier than a “stocks falling” proxy (AGG vs SH). Then it checks if Tech (XLK) is stronger than a broad trend fund (KMLM, a managed‑futures ETF). It switches among 3× long Nasdaq (TQQQ), cash (BIL), or 3× short (SQQQ) based on those checks. Main exposure: big US Tech.
