Rule 1 (short-term): if MSTR’s 9-day average price > 10-day, hold MSTU; otherwise follow Rule 2. Rule 2 (trend): if MSTR’s 50-day average > 200-day, hold MSTR; else hold MSTZ. Outcomes: up+up -> ~1.5x long; up+down -> ~1x long; down+up -> ~flat; down+down -> ~2x against.
