In plain English: it’s a rulebook that shifts money fast. It first checks if volatility just spiked (a 10‑day jump in VIXY). If yes, it goes defensive: buys volatility (VIXY/UVXY), Treasuries (TLT/TMF), or cash‑like T‑Bills (BIL/SHV). If not, it rides trends with 3x stock funds (SPXL/TQQQ) while using RSI (a 0–100 “heat” score) and moving averages to cut risk, move to gold/silver or cash, or even short (SQQQ/SPXU). In calm uptrends it may sell volatility (SVXY/SVIX) but exits on stress.
