Strength = RSI, a gauge of how much price has risen vs fallen over ~2 weeks. If tech is stronger, buy TECL (3x leveraged tech). If not, see if KMLM is above its 20-day average (an uptrend). If yes, hold BIL (T-bills/cash). If no, still buy TECL. Rebalances daily; TECL is very volatile.
