If moves look “too hot” or fear spikes, it temporarily switches to hedges (UVXY, inverse 3x ETFs, dollar, Treasuries, T‑bills). In downtrends it favors whichever hedge is popping most. RSI here is a 0–100 “speedometer” for overheated (>75–80) or washed‑out (<30) moves.
