The strategy first checks whether the overall tech market is healthy using QQQ, a popular tech-heavy fund. If QQQ is below its long-term trend, it moves everything into BIL, a very safe short-term Treasury fund. If tech looks healthy, it ranks 7 tech-infrastructure stocks by their past 1-year performance and buys the strongest ones. Three separate checks using Lumentum, Tower Semiconductor, and Camtek decide how much of the portfolio stays invested versus parked in BIL.
