Each week, money is split into 5 equal parts. For each part, it compares the ETF’s short-term average price (~50 days) to its long-term average (~200 days). If short-term is lower, that slice parks in T‑bills (BIL). If higher, it holds: SPY (US large stocks), VNQ (real estate), XLF (financials), XLV (health care), or TLT (long‑term US Treasury bonds).
