This is a rules-based market-timing strategy. Most of the time it asks: are markets calm and healthy, or hot and dangerous? If conditions look good, it buys aggressive funds like UPRO, TQQQ, or TECL, which aim to amplify stock-market gains. If conditions look risky, overheated, or too volatile, it moves to BIL, a cash-like Treasury-bill fund. It uses several small rule sets so no single signal decides everything.
