Every quarter it checks: Did broad bonds (BND) beat 1–3 month T‑bills (BIL) over ~1 month? If yes (risk on), it buys 4 from a tech/mega‑cap list with the strongest 3‑month trend. If no (risk off), it asks if long bonds (TLT) lag T‑bills. If yes (rates rising), it buys 4 defensive choices with the lowest RSI (a hot‑vs‑cold gauge; low=oversold). If no (rates falling), it buys 4 weak performers from a bond/defensive list and keeps ~20% in cash.
