Each quarter: 1) Compare bonds (BND) vs 1–3 mo T‑bills (BIL) over ~1 month. - If BND wins (Risk ON): buy 4 equal‑weight “leaders” by 3‑mo trend, mostly tech/growth (e.g., QQQ/XLK/SMH, big tech, plus GBTC). - Else (Risk OFF): check long Treasuries (TLT) vs bills. • TLT weak (rates rising): buy 4 most “oversold” by RSI (low = recently sold hard) from gold, US dollar, energy, utilities, staples. • TLT strong (rates falling): buy 4 worst 1‑mo performers among Treasuries/defensives; may keep ~20% cash.
