Each quarter it flips a “traffic light.” If broad bonds (BND) beat T‑bills (BIL) over 60 days, it goes Risk‑ON: holds 4 growth/tech‑heavy leveraged funds picked by recent strength (momentum/RSI—RSI is a 0–100 score of recent up vs down). If not, it’s Risk‑OFF. Then it checks long Treasuries (TLT): if weak, it uses inverse/volatility/strong‑USD hedges; if firm, it favors staples/healthcare/Treasuries/gold. It blends 4 rule variants.
