SPY=S&P 500; SHY=1–3yr Treasuries; TQQQ=3× Nasdaq‑100; USFR=floating‑rate Treasuries. It runs 15 mini‑votes (3 volatility cutoffs × 5 lookbacks). For each: if stocks have been calm, it compares a simple “recent buying vs selling” score. If Treasuries look stronger, that slice buys TQQQ (buy‑the‑dip). Otherwise that slice sits in USFR. All slices are equal; trades only when signals flip (10% band).
