This strategy asks: “Has the market gone up too far, too fast?” It uses RSI, a speedometer of recent price moves. Very high readings trigger defense: volatility funds (VIXY/UVXY), cash-like T-bills (BIL), or steadier stock funds (SPLV/BTAL). If the market is calm, it usually owns dividend funds (SCHD/DGRO). If stocks fall hard, it may buy leveraged funds for a rebound.
