Plain English: it’s a rulebook that decides risk first, then picks 1 fund at a time. 1) Panic check: if market fear is high (RSI—a 0–100 “heat” score—>74 on UVXY), buy VXX (a fund that rises when volatility jumps). 2) Bonds set the tone: if TLT (long US Treasuries) is above its 200‑day average, rates likely falling → favor TMF (3× long Treasuries). If TLT looks too “hot” (RSI>80), use TMV (3× short Treasuries). 3) Stocks/commodities filters (SPY vs DBC) and short‑term “overbought/oversold” checks pick either: bull tech/semis (TQQQ, TECL, SOXL, SPXL/UPRO), their bearish hedges (SQQQ, TECS, SOXS, SPXS), volatility (VXX), or short‑term bonds (BIL/SHY).
