In plain language: Each day, the strategy checks two things for Apple: (1) Is its short-term momentum strong enough? This is measured by a 2-day RSI and compared to a threshold (69). (2) Is Apple trading above its long-term average (252-day moving average)? If both checks are true, the portfolio allocates 100% to AAPL. If either check fails, it allocates 100% to BIL (SPDR Bloomberg 1-3 Month T-Bill ETF), a cash-like substitute. The position is rebalanced daily to stay fully invested in the chosen asset.
