The portfolio has three parts: 40% a steady, global stock mix with a tilt to smaller/value companies plus some long Treasuries; 45% a tactical “all‑weather” sleeve that shifts among stocks, Treasuries, the US dollar, commodities, or real estate using simple signals (price vs its recent average, recent performance, and a fear gauge); 15% a simple core mix of US stocks, small‑value, Treasuries, and gold. RSI here means “how stretched up or down prices have been lately.”
